Facilities Planning & Management provides coordination for the development of the University’s facilities including land master planning, project development, design, construction and building occupancy. The department interacts with the Chancellor’s office; community agencies; the University’s community of students, faculty and staff, as well as various consultants, contractors, suppliers, and other business and organizations. 


The Project Coordinator is responsible for multiple projects from the design through the occupancy phases; simultaneously coordinating the construction of numerous, construction and public works projects, utilizing in-house trades and outside contractors. The incumbent manages project delivery within the budget and on schedule and quality of completed work; monitors and maintains quality control for the University and its auxiliaries; oversees the successful implementation and completion of campus public works or capital outlay projects; monitors project schedule; develops and reviews specifications; coordinates contract bidding process and project close out and acceptance activities. The incumbent provides contract administration of professional architectural and engineering services, landscape architecture, hazardous materials soils and topographic survey services and construction management; retains architects, engineers, and consultants; determines contract scope of work, reviews and analyzes compliance with such; reviews and approves design professionals payments requests. The Project Coordinator provides direction to the design professional and coordinates between building user, committee, Director of Facilities Management Services and the campus community throughout project development and construction; coordinates and schedules the review of design schematics, preliminary and working drawings, and construction documents with numerous campus groups;  analyzes and recommends solutions to problems related to design, budgets and schedules; reviews design and construction drawings to ensure code evaluation and building compliance, to determine completeness and compliance with approved design criteria and scope; reviews cost estimates for completeness and compliance with budget; and monitors project schedule to ensure project schedule milestones are achieved. The incumbent serves as liaison with project inspector, project managers, various trade shops and contractors; coordinates document approvals with state agencies in relation to code compliance; reviews specifications for appropriate material selection, standards of quality and compliance with campus standards; coordinates contract bidding process with Procurement as necessary;  prepares boiler plate bid documents and division one specifications; oversee build inspection and testing activities; coordinates project close out and acceptance activities as required in preparation of occupant of the facility. The incumbent determines scope work and negotiates pricing for projects; interprets and administers ADA Accessibility Codes, Public Works Laws and permitting requirements for AQMD, Los Angeles County Fire Marshall, and the Los Angeles County Department of Public Works; prepares contracts for multiple construction projects simultaneously.


Equivalent to graduation from a four-year college or university AND four (4) years of progressively responsible administrative, technical, or professional analytical experience which demonstrates ability to conduct substantive surveys and studies of problems and issues in assigned areas OR the rank of Associate Professor or higher in a four-year college or university and demonstrated experience in research or special study work may be substituted for the four years of experience.  General knowledge of administrative survey principles and techniques and skill in their application; general knowledge of principles of organization and management; thorough knowledge of the subject area of the assignment; working knowledge of statistical methods. Ability to relate the overall objectives and policies of the Trustees, the Office of the Chancellor and the administration and faculties of the campus to analytical and research studies; ability to draw conclusions and develop recommendations, to prepare written reports, and to develop and level contacts including the leading of meetings and negotiations.

Ten (10) years of commercial, institutional project and/or construction management experience.
