This depends if you go full-time (2 classes per quarter) or part-time (1 class per quarter). Full-time students usually complete the MA degree in 2 years. Part-time students can take up to 4 years.
Master's Degree programs must be completed within a 7 year time limit, from when the first program course is taken (transfer courses count).

Yes, you can transfer up to 13 quarter units from an accredited institution. Courses must be graduate level (500 series and above). Courses also cannot be more than 7 years old.
