Lanterman Development Project to Seek CPP Community Input
CPP has completed Phase 1 of its market analysis of the historic Lanterman Developmental Center site and is set to launch Phase 2, including a campuswide survey in spring semester.
The market assessment is being conducted by Keyser Marston Associates (KMA), which will assess potential demand for housing, commercial, employment, and other supporting land uses that will advance CPP’s long-term academic and community objectives.
Highlights from Phase 1 Market Assessment
Phase 1 focused on current and historic market conditions across Los Angeles County and nearby regions. Key findings include:
- Strong residential opportunity
- Market conditions support more than 5,000 new residential units through 2040.
- Rising home prices and a tight rental market suggest opportunities for more affordable housing options.
- Nearly 45% of CPP employees commute more than 20 miles, indicating potential demand for housing closer to campus.
- Targeted retail potential (in planning/underway)
- Up to 200,000 square feet of neighborhood-scale retail demand
- Retail success is strongest when designed as student- and employee-serving, walkable, and experiential, supported by residential density.
- Selective office and uses
- Overall office demand is modest, with opportunities for medical and professional office space tied to healthcare growth.
- Freeway access and visibility may attract technology and engineering-related firms aligned with CPP’s academic programs and student experiential learning opportunities (e.g., internships)
- Industrial and flex space demand
- Strong fundamentals support light industrial and flex uses, including logistics and potential industry-led partnerships.
Looking Ahead: Phase 2
Phase 2 will build on the Phase 1 findings by engaging with the CPP community. A survey and stakeholder engagement effort launching in spring 2026 will gather feedback from:
- Faculty
- Students
- Staff
- Other CPP-affiliated communities
Feedback gathered during Phase 2 will inform potential land uses to support CPP’s academic mission.
Guiding the Planning Process
The planning process is guided by a CPP work group responsible for overseeing three major pre-development efforts for the Lanterman site:
- Completion of the market assessment and financial feasibility
- Selection of an architecture and engineering (A&E) firm to develop conceptual land use plans and utility assessment (an RFP was issued in November 2025)
- Completion of pre-Environmental Impact Report (EIR) activities, including the Historical Resources Assessment Report (HRAR) and Hazardous Materials Survey Report
The A&E firm selection and HRAR process will be announced this spring.
The work group is composed of CPP staff and academic and administrative representatives, ensuring both technical expertise and academic perspectives are integrated into these pre-development efforts.
