About CARECEN

Direct immigration legal services are available free of charge to ​CSU students and employees.​ Attorneys and paralegals are available to assist students with general consultations, DACA renewals and general assistance in filling out forms such as family-based petitions. Priority will be given to undocumented students, staff and faculty. ​

Funding for the services is provided by the California Department of Social Services (CDSS). The project funds initially were provided through a one-time allocation of $7 million from the 2018 Budget Act to CDSS to implement direct immigration legal service programs on CSU campuses. Recurring funds were awarded in the 2019-20 budget.​

These agencies will provide immigration legal services at CSU campuses in specific geographic areas and will create scheduling, intake and reporting processes to ensure participating campuses are aligned. Services offered by region will vary for each provider.

CARECEN was contracted to provide those services to 8 CSUs. At the moment, each campus has a team of legal staff providing free consultations and other immigration related relief. Currently the San Bernardino team is comprised of one staff attorney, Elda Rosales and is being supervised by attorney Sabrina Rivera. We are serving Cal State San Bernardino and Cal Poly Pomona.  

CARECEN itself is a non-profit based out of LA, however we have offices in other areas like Van Nuys and San Bernardino. We were created in 1983 by Salvadoran refugees and have been providing access to legal services. CARECEN is on campus every Tuesday and Wednesday for appointments from 9AM to 4PM, BUT may be subject to change. They also have offices in San Bernardino that are open to CPP students.
