Dear Unit 6 Employee,

We acknowledge that Teamsters Local 2010 has announced a strike scheduled for February 17 through February 20, 2026. The University respects your right to engage in lawful, concerted activity. At the same time, we believe our shared interests are best served through continued dialogue and good-faith bargaining.

As you are aware, salary provisions for the 2025–26 fiscal year were contingent upon the California State University receiving a specified level of new, ongoing state funding. To meet that threshold, the CSU would have needed approximately $250 million in additional ongoing funding. Instead, the enacted state budget reduced the CSU’s ongoing base by approximately $143.8 million. Because that funding level was not met, the agreement provides for a salary reopener rather than the implementation of ongoing salary increases.

The Legislature subsequently provided a loan to offset the reduction. That funding is one-time in nature and must be repaid, even though it carries no interest. Because it is not ongoing, it cannot be used to support permanent salary increases. The CSU authorized the use of the loan for one-time payments to employees, subject to the collective bargaining process. The CSU recognizes that the union is seeking ongoing increases; however, those increases require permanent funding that was not provided in the state budget.

While a strike has been authorized by the union, participation is voluntary. You are not required to participate in strike activities and may choose to report to work for your regularly scheduled shift.

If you choose not to report to work and are absent without prior authorization during the strike period, you will not be paid for that time. You may not use vacation, sick leave, or other accrued leave to cover time spent participating in strike activity, nor may accrued leave be used to make up for lost pay. If you request sick leave during a strike, a physician’s statement or other appropriate verification will be required. Because employees are not paid while on strike, the pay for an employee who strikes for four workdays will be reduced by approximately 18% for that pay period, in addition to any related impacts to benefits that are calculated based on time worked.

If you participate in the strike, you are still required to follow absence reporting procedures. You must notify your supervisor of your absence and record your time appropriately in PeopleSoft using the designated “dock” code. If you enter your own time, the system may indicate that prior authorization is required; however, prior authorization is not required when reporting dock time due to strike participation. If you do not enter your own time and are absent, management will record the time as dock.

Picketing activity may occur at some campus entrances. You may choose to enter the campus through an entrance without picketing or to cross a picket line to access your work location. You are not required to provide personal information, including your name, job classification, or work location, to individuals participating in picket activity.

We do not anticipate issues related to picketing. However, if there is an immediate safety concern or an emergency while entering or exiting campus, please contact the University Police Department at (909) 869-3070 to report the situation promptly.
