Employer Training Panel (ETP) Overview

  • ETP is a California state funded agency that provides funds for incumbernt woker training 
  • The funds are collected from California employers through a special payroll tax 

Your company has contributed to this. Now is the time for your workforce to benefit!

ETP Eligibility


• must contribute to the California Unemployment Insurance Fund
• must have a valid California Employer Account Number (CEAN) or Sales Tax ID

• must be full-time (35+ hours/week) and work in California
• must meet the ETP wage requirements
• remain employed for a minimum of 90 days post-training

Workforce Innovation & Opportunity Act (WIOA)

  • WIOA is a federal law that connects people to jobs and employers to skilled workers
  • Funding can be used to cover education and training for incumbent workers, job placement services, and retention strategies.

WICE works with community partners like America’s Job Centers of California to bring these funds and services to your organization.

WIOA Eligibility


  • At least 18 years old
  • Authorized to work in the United States
  • Certain programs prioritize those who receive public assistance, have low income, or lack basic workplace skills
