Step 1

For applicants who wish to complete the Preliminary Administrative Services Credential and the Master of Science in Education, Educational Leadership Program   

*Remember, the program is eligible for federal financial aid only if ‘Graduate’ is selected on the CalState Apply application and the supplemental application instead of Credential. Graduate will include all the credential courses, and the credential courses will be taken before the last three courses to complete the master's degree. Please see the sample road map below.  

   

  • CREDENTIAL –PRELIMINARY ADMINISTRATIVE SERVICE CREDENTIAL PROGRAM (CREDENTIAL)  

For applicants who wish to complete the Preliminary Administrative Services Credential Program ONLY  

(The Education Leadership Master’s Program may also be added for those who wish to continue with the program at that time)

The program's cost can vary depending on whether one is pursuing the Administrative Services Credential ONLY or the combined Master of Science in Educational Leadership with the Preliminary Administrative Services Credential.  This is because if they are pursuing the credential only, the tuition falls under the Credential Fee Schedule.  If one pursues the combined credential and master's, the tuition falls under the Graduate Fee Schedule (which is slightly higher than the Credential Fee Schedule).    

For administrative services credential only students (using the Credential Fee Schedule) that take 7.0 and above units (administrative services credential students should take 9 units in each of the first 2 semesters), the tuition and fees for the semester are $4,832.97 x 2 semesters (Fall and Spring) is $9,665.94.  For Summer, students only take 6 units which I believe comes out to $2,726.82.  If you add $9,665.94 plus $2,726.82 it equals $12,392.76.  This is just tuition and fees and does not include the cost of books nor the CalAPAs.  Additionally, this estimate is based on the Fall 2026 and Summer 2026 fee schedules.  This estimate could vary if the university increases its tuition and fees for future terms.  The administrative services credential only program does not qualify for state or federal aid.     

For those pursuing the Master of Science in Education, Educational Leadership which includes the Preliminary Administrative Services Credential program (using the Graduate Fee Schedule), students should take 9 units in each of the first 2 semesters, the tuition and fees for the semester are $5,137.97 x 2 semesters (Fall and Spring) is $10,275.94.  For Summer, they only take 6 units which I believe comes out to $2,894.82.  If you add $10,275.94 plus $2,894.82 it equals $13,170.76.  If the student finishes the master's courses (13 units) in one semester, you will add another $5,137.97 for a grand total of $18,308.73.  This is just tuition and fees and does not include the cost of books nor the CalAPAs.  Additionally, this estimate is based on the Fall 2026 and Summer 2026 fee schedules.  This estimate could vary if the university increases its tuition and fees for future terms.  The Master of Science in Educational Leadership program qualifies for state and federal aid.  

There are two modalities for courses. You would select Online which includes weekly zoom sessions or In-Person.

Courses meet one night a week (in-person) from 4:00 p.m. - 9:45 p.m. off-site at a school district.  There are four cohorts: Azusa in person cohort (meets on Tuesdays at the Azusa Unified School District Office), The first class meets from 4:00 p.m. - 6:15 p.m., there is a short dinner break around 6:15 p.m. - 6:45 p.m., and then the second class meets from 6:45 p.m. - 9:00 p.m..

 Bisynchronous Online with Zoom meetings weekly one night a week on Tuesdays from 5:00 p.m. – 6:30 p.m. and 7:00 p.m. – 8:30 p.m for one cohortand on Thursdays at these same time for a second cohort.  Fieldwork is asynchronous.

Scroll down to the green Verification and Processing box. 

Submit the Credential Recommendation Request form.   

INFORMATION 

Students who completed in 2020 or after must have Cal APA passing scores. 

The scores must be uploaded with the online submission. 

If you do not have an Administrative Position at the time of program completion/recommendation, please select Certificate of Eligibility on the Credential Recommendation Request form.   

The Certificate of Eligibility is a CTC issued document verifying completion of an approved Administrative Services Credential Program.  You are eligible to apply for positions requiring an Administrative Services Credential if you hold a Certificate of Eligibility.  This document is usually required to apply for positions, so it is important that you complete the recommendation process.  The Certificate of Eligibility does not expire, and you do not need to complete any further requirements until you are issued a Preliminary Credential.  When you are hired in a position the district will assist you in applying directly to the CTC for the Preliminary Credential.  The Preliminary Credential is issued for 5 years, and you must complete an Induction program before being issued the Clear Credential.  After being issued the Certificate of Eligibility you secure a job, please work with your district to submit a recommendation for a Preliminary. 

Note: Cal Poly does not offer an Induction Program currently.  Please check with your district to see if it is offered, if not Cal State Fullerton and other university may offer one.       

If you are employed as an administrator at the time of recommendation, please select Administrative Services Preliminary Credential on the Credential Recommendation Request form.   

You will need to submit a completed CL-777 Employment as an Administrator Form.  This form is completed by you and the employing district: https://www.ctc.ca.gov/docs/default-source/leaflets/cl777.pdf?sfvrsn=93bed076_25  

We will then recommend you for a Preliminary Administrative Services Credential rather than the Certificate of Eligibility.   

STEP 2 

Once the application is submitted online by a credential analyst, you will receive an email from the California Commission on Teacher Credentialing (CTC).  Please follow the steps and pay the fees.
