SEEDS Obligations

Service Obligations

What are the obligations for accepting a SEEDS scholarship?

According to the service obligation regulations in 34 CFR § 304.23, universities are required to provide scholars with Pre-Scholarship Agreements and Exit Certifications, which include all of the terms and conditions of the Personnel Development Program funding that the scholars must meet, especially the service obligation. The Pre-scholarship agreement must be signed prior to scholarship funds being disbursed. These documents may be reviewed on the PDP Pre-Scholarship Agreements and Exit Certifications Website.

Scholars who accept SEEDS funds must fulfill a service obligation and report data on their employment to the federal government each year. Upon exiting the credential program, scholars must, subsequently maintain employment- 1) On a full-time or full-time equivalent basis; and 2) For a period of at least two years for every academic year for which assistance was received. If scholars are unable to fulfill this obligation, the funds awarded to them will revert into a no-cost government student loan. While you may be teaching in an internship position and qualify for a SEEDS scholarship, internships do not count towards your service obligation since they are part of the CPP teacher preparation program.
