Range Elevation

Range elevation is the process by which eligible temporary faculty unit employees (excluding coaching faculty unit employees) may advance from one salary range to the next higher salary range on the CSU salary schedule. A successful range elevation results in a permanent base salary increase within the new range. (CBA 12.19)

Range elevation is not automatic. Eligible faculty must apply and demonstrate that they meet campus and contractual criteria.

Range elevation is governed by Article 12 of the Unit 3 Collective Bargaining Agreement between the California State University (CSU) and the California Faculty Association (CFA). While eligibility standards are established systemwide, procedural details are determined by each campus.

 

 

To be eligible to apply for range elevation, a lecturer must meet the following criteria:

  1. Service Salary Increase (SSI) eligibility must be exhausted in the current salary range.
  2. The lecturer must have completed at least five years of service in the current range within the department.

Eligibility is determined in accordance with the current Unit 3 contract. Faculty Affairs will notify eligible lecturers prior to the application period.

Meeting eligibility requirements does not guarantee approval. Applicants must demonstrate that they meet the campus evaluation standards.

If approved Range elevation for lecturers shall be accompanied by advancement of at least five percent (5%) on the salary schedule (CBA 31.6) or an increase to the minimum of the next salary range, whichever is greater.

Pursuant to CBA 12.16, range elevation increases shall be effective at the beginning of the next academic year following the decision granting range elevation.

Applications shall be accepted between December 1 and January 31st of each year. The application shall consist of a written letter or memorandum clearly stating the applicant's request. This shall be accompanied by a vita and a description of professional development in support of lecturer work assignments, both updated from the initial appointment or last range elevation, whichever is more recent. 

Departments shall establish their own guidelines for range elevation decisions, subject to approval by the AVP for Faculty Affairs. The committee that deals with range elevation requests may make use of existing annual evaluations to the extent that they feel they are adequate.

Applicants are encouraged to consult their department’s evaluation standards for additional guidance.

The general process for range elevation includes the following steps:

  1. Notification of Eligibility
    Faculty Affairs notifies eligible lecturers of their ability to apply.
  2. Submission of Application Materials
    Applicants submit required materials by the published deadline. Materials typically include documentation demonstrating performance and professional growth.
  3. Department Level Review
    The department reviews the application using established evaluation criteria and forwards a recommendation.
  4. Department Chair Review                                                                                                                                              If the Department Chair is not on the Department Review Committee, the Department Chair may evaluate candidates for range elevation.
  1. Dean Review
    Reviews recommendations from Department Review Committee and Department Chair and evaluates candidate for range elevation. 
  2. Provost Approval
    Reviews recommendations and evaluates the application.                                                                                                                    

Whereas (a) good teaching is of fundamental importance in the evaluation of all faculty members, and (b) in order to ensure good teaching, it is essential that faculty remain competent in the fields in which they teach, it is necessary that continued competence be demonstrated in evaluations for range elevations. 

At advanced levels of academia, competence is assessed via scholarship in the field. It is recognized that scholarship is broadly defined at Cal Poly Pomona, and includes the scholarship of teaching.  In addition to teaching and demonstration of continued competence, lecturers shall be evaluated on other assigned duties that are contained either in their contract or letter of appointment. No lecturer shall be required to perform service if service is not an assigned duty. 

Range elevation applications that are denied may be appealed pursuant to Article 12 of the contract. Appeals shall be submitted to the Associate Vice President for Faculty Affairs within 14 days of candidate notification. A peer panel selected by the President by April 10 shall review appeals. The peer panel shall notify the applicant of its decision within 14 days of receiving the appeal from the Associate Vice President for Faculty Affairs, and the appeal panel's decision is final as per section 12.20 of the contract.
