Solomon Amendment
What is the Solomon Amendment?
Under the federal Solomon Amendment (10 U.S.C. § 983), institutions of higher education that receive certain federal funding are required to provide specified student recruitment information to military recruiters upon request. The Solomon Amendment permits the release of limited personally identifiable student information that might otherwise be protected under the Family Educational Rights and Privacy Act of 1974 (FERPA).
At Cal Poly Pomona, if a student has submitted a Request to Withhold Directory Information (Confidential Status) with the Registrar’s Office, no information from that student’s education record will be released, including under the Solomon Amendment.
If no directory restriction is on file, CPP is required to release the following “Student Recruitment Information” (also referred to as “Solomon Information”) for currently enrolled students:
- Name
- Address
- Telephone number
- Age (or year of birth)
- Level of education (e.g., freshman, sophomore, graduate, or degree awarded for recent graduates)
- Academic major
Request and Release Procedure
Military recruiters may request student recruitment information once per academic term for each eligible unit within the five branches of service:
- Army: Army, Army Reserve, Army National Guard
- Navy: Navy, Navy Reserve
- Marine Corps: Marine Corps, Marine Corps Reserve
- Air Force: Air Force, Air Force Reserve, Air Force National Guard
- Coast Guard: Coast Guard, Coast Guard Reserve
All Solomon Amendment requests must be submitted in writing on official military letterhead and must clearly identify the specific unit of service requesting the information. Requests must be sent to:

The written request must include:
- Identification of the requesting branch and unit; and
- A completed Solomon Amendment Request for Information form (if required by CPP).
Information released will be limited to enrollment data for the current or immediately preceding term. If the request is submitted between academic terms, the recruiter must specify whether the information requested is for the previous term or the upcoming term.
All disclosures made under the Solomon Amendment will be documented in accordance with FERPA recordkeeping requirements and CPP data governance standards.
